Green Park was commissioned to find a new Chief People Officer and EXCOM Member for HMRC in August 2024. The new CPO would be responsible for all aspects of the People Pillar and workforce planning. They were also to be a pivotal member of the Permanent Secretary’s Executive Committee with additional responsibility for a range of wider corporate functions.
This was the first role of its type at HMRC. The role is huge with 60,000 employees and a need to recruit 5,000 more. We conducted a rigorous 4 x week search across private and public sectors in the UK. We spoke to over 250 sources, including the CXs of the majority of the FTSE100 and all major Government Departments. We built a list of 87 targets almost entirely through recommendations and referrals.
We longlisted 8 x candidates of which 4 were female, 4 were male. We shortlisted 5 candidates 4 females and 1 male. Within that group was LGBTQ+ identification and ethno-cultural diversity. Socio-economic diversity was present through bands B-D. The appointed candidate was a female – Helen Pickles from DWP.
