Over the past 10 years, the cuts made to the Public Sector have caused a decline in the diversity of the workforce. While 13% of the UK population is from a black, Asian or other Minority Ethnic (BAME) background, only 10% of local government workers and 12% of UK Civil servants are from a BAME background. At more senior levels the lack of diversity is even greater and looks to improve at an even slower rate as budget cuts have driven out mid-manager level positions and weakened the leadership pipeline.
Jane Dudman, Public Leaders Editor at the Guardian, asks why the worrying trend of a lack of BAME leadership continues to persist in Central and Local Government despite acknowledgment from politicians that the diversity issue needs to be addressed. Drawing on data from Green Park and OBV’s Colour of Power report, she highlights that in 2017 not one of the 108 Chief Executives of England’s largest councils were BAME.
