Public trust is key to the success of the Bank. The Finance & Performance Directorate plays a critical role in developing the corporate strategy and protecting the Bank's financial position and reputation. The overall purpose of the Directorate is to contribute to the successful execution of the Bank's aims and objectives by ensuring it has an appropriate financial platform for its broader responsibilities and for the challenges facing an organisation with a balance sheet of £600 billion and annual expenditure of £650 million. This is a critical time for the Bank, with significant uncertainties in the external outlook and major internal change programmes and external funding schemes, coincident with the appointment of a new Governor. More than ever, the Bank’s actions will be subject to close external scrutiny.
We are working with The Bank of England to find their new Head of Finance Analytics and Insights. This is a newly created position and will play a key role on the Finance leadership team, reporting directly to the Chief Financial Officer, and will operate at a strategic level, working across the organisation. The jobholder will be responsible for the design and execution of a new multi-year financial framework and, critically, an accompanying cost transformation strategy to reduce the Bank’s cost base (for its existing activities) in a sustainable way. This will be informed by latest best external practice, expectations for senior internal and external stakeholders, and informed by cutting edge data analytics and new digital skills.
The jobholder will lead the design and introduction of a new multi-year financial framework, integrate financial and workforce planning, and underpin cost transformation and business partnering with cutting edge data analytics to develop fresh insight and challenge. Key responsibilities will include:
Developing and maintaining the medium-term financial and value-for-money frameworks for the Bank will involve providing intellectual leadership to develop and agree a multi-year budget approach that is robust to the Bank’s evolving needs over time.
Developing Finance’s data analytics and modelling capabilities and embed digital skills to further automate, modernise manual processes, drive efficiencies and enable self-service by customers.
Design a strategic framework for cost transformation, and execute it using data insights to drive financial decision support.
Setting strategic focus for the team, investing in team members and act as a proactive and dynamic role model to drive results.
The job holder will thrive leading a diverse team and fostering and inclusive, collaborative working environment.
They will be comfortable working with a broad range of internal stakeholders at the highest level, and will be able to successfully manage key external relationships.The jobholder should ideally be ACA / ACCA / CIMA qualified (or equivalent), although CFA andMBA holders will also be considered. The job holder will need to have considerable post-qualification experience of budgeting and business change to operate at this level, and, in addition:
A strong analytical background in within a company of at least similar size and complexity, that is subject to high levels of transparency and scrutiny, ideally in financial services
Responsibility for leading and executing a sizeable cost transformation programme, such that they have the experience to lead the Bank to success in the next stage of its cost transformation journey.
Responsibility for leading data analytics teams or sizeable projects, such that they have capability and credibility to develop tools to analyse complex data and join up financial and operational data to optimise performance management, embed digital skills and provide data insights to senior stakeholders and influence at the highest level of an organisation.
